As Savannah’s Waterfront enters its sixth decade as a destination for residents and visitors to enjoy, it is more important than ever to ensure a continually attractive, interesting, and safe experience from one end to the other. In seeking to elevate the quality of the River Street experience, the Savannah’s Waterfront Community Improvement District was formed (SWCID).

A Community Improvement District (CID) is the most powerful public-private partnership tool today. It is a proven and effective method for financing improvements that directly enhance property values by allowing property owners to determine how funds are spent within their boundaries. CID funds can augment existing services such as public safety, beautification and mobility, and they can also be used to leverage additional public and private funds. Conservatively, CID funds can be used to leverage such funds at a ratio of 10 to 1.

CIDs are authorized by the Georgia Constitution, and there are currently over 30 CIDs operating in the Metro Atlanta area. Savannah’s Waterfront Community Improvement District (SWCID) is the first one in Chatham County, Georgia.
